1. General Provisions

1.1 The performance of the test instruments and meters used for system debugging should be stable and reliable, and their box grade and minimum scale value should meet the requirements of the measurement, and should comply with the provisions of relevant national metrology laws and regulations and verification procedures.

Note: This article stipulates the performance and accuracy requirements of instruments and meters used for ventilation and air-conditioning engineering debugging.

1.2 The system debugging of ventilation and air-conditioning engineering should be the responsibility of the construction unit, supervised by the supervision unit, and participated and cooperated by the design unit and the construction unit. The implementation of system debugging can be the construction enterprise itself or entrusted to other units with debugging capabilities.

Note: This article clearly stipulates that the system debugging after the completion of the ventilation and air-conditioning project should be mainly carried out by the construction enterprise, supervised by the supervision unit, and participated and cooperated by the design unit and the construction unit.

In addition to providing the parameters of the engineering design, the design unit should also put forward clear modification opinions on the problems encountered during the debugging process; the participation of the supervision and construction units in the debugging can not only play a role in coordinating the project, but also help the management and quality acceptance of the project. For some construction companies that do not have the ability to debug the engineering system, they can entrust it to other units or construction companies with corresponding debugging capabilities.

1.3 Before system debugging, the contractor shall prepare a debugging plan and submit it to a professional supervision engineer for review and approval; after the debugging is completed, complete debugging materials and reports must be provided.

Note: This article stipulates that a debugging plan must be prepared for the debugging of ventilation and air-conditioning projects. System debugging of ventilation and air-conditioning projects is a highly technical job, and the quality of debugging will directly affect the realization of the functions of the engineering system. 

1.4 The joint trial operation and debugging of the ventilation and air-conditioning engineering system without production load should be carried out after the refrigeration equipment and ventilation and air-conditioning equipment have passed the single-machine trial operation. The normal joint trial operation of the air-conditioning system with cold (heat) source should not be less than 8h. 

When the completion season is significantly different from the design conditions, only the trial operation without cold (heat) source is performed. The continuous trial operation of the ventilation and dust removal system should not be less than 2h.

Note: This article stipulates the time requirements for the joint trial operation and debugging of ventilation and air conditioning engineering systems without production load, and normal operation without faults.

1.5 Before the operation of the purification air conditioning system, temporary filters (such as non-woven fabrics, etc.) should be installed at the return air and fresh air inlet and in front of the coarse and medium efficiency filters to protect the system. The inspection and adjustment of the purification Air conditioning system should be carried out after the system has been fully cleaned and has been running for 24 hours or more to reach stability. 

The Cleanliness inspection of the clean room should be carried out in an empty or static state or in accordance with the contract. When the indoor cleanliness inspection is carried out, the number of personnel should not exceed 3, and all must wear clean work clothes suitable for the cleanliness level of the clean room.

2. Main control items

2.1 After the installation of the ventilation and air conditioning engineering is completed, the system must be measured and adjusted (referred to as debugging). System debugging should include the following items:

  • Equipment single machine trial operation and debugging:

  • Joint trial operation and debugging of the system without production load.

Number of inspections: all.

Inspection methods: observation, on-site supervision, and review of debugging records.

Description: After the completion of the ventilation and air-conditioning project, in order to achieve the expected goals of the project, it is required to carry out system measurement and adjustment (referred to as debugging).

It includes two major contents: single-machine trial operation and debugging of the equipment and joint trial operation and debugging without production load. This is a mandatory regulation that must be carried out. Among them, the joint trial operation and debugging of the system without production load can also be divided into the joint trial operation and debugging of the sub-division system and the balance and adjustment of the entire division engineering system.

2.2 The trial operation and debugging of the single-machine equipment shall comply with the following regulations:

  • The fan in the ventilator and air-conditioning unit shall have the correct impeller rotation direction, stable operation, no abnormal vibration and sound, and its motor operating power shall comply with the provisions of the equipment technical documents. After continuous operation at rated speed for 2 hours, the maximum temperature of the sliding bearing housing shall not exceed 70℃; the rolling bearing shall not exceed 80℃;

  • The rotation direction of the water pump impeller is correct, there is no abnormal vibration and sound, the fastening connection parts are not loose, and the motor operating power value complies with the provisions of the equipment technical documents. After the water pump runs continuously for 2 hours, the maximum temperature of the sliding bearing housing shall not exceed 70℃, and the dynamic bearing shall not exceed 75℃:

  • The cooling tower body should be stable and free of abnormal vibration, and its noise should comply with the provisions of the equipment technical documents. The fan trial operation shall be in accordance with the provisions of paragraph 1 of this article: the cooling tower fan and the cooling water system shall be tested for a cycle of no less than 2 hours, and there shall be no abnormal conditions during operation;

  • The trial operation of refrigeration units and unit air-conditioning units shall comply with the relevant provisions of the equipment technical documents and the current national standard "Construction and Acceptance Specifications for Installation of Refrigeration Equipment and Air Separation Equipment" GB50274, and the normal operation shall not be less than 8 hours;

  • The manual and electric operation of the electric control fire protection and smoke exhaust dampers (ports) should be flexible and reliable, and the signal output should be correct. Number of inspections: 10% of the number of fans in the first paragraph shall be inspected randomly, and shall not be less than 1 unit.

All items in the second, third and fourth paragraphs shall be inspected;

20% of the number of air valves in the system in the fifth paragraph shall be inspected randomly, and shall not be less than 5 items.

Inspection methods: observation, on-site supervision, measurement with a sound level meter, and review of commissioning records and relevant documents.

Instructions: This article stipulates the main control items and requirements that should be met for the single-machine operation of air-conditioning engineering system equipment.

2.3 The joint commissioning and debugging of the system without production load shall comply with the following provisions:

  • The difference between the total Air volume debugging result of the system and the design air volume shall not be greater than 10%:

  • The deviation between the total flow test results of hot and cold water and cooling water of the air conditioner and the design flow shall not be greater than 10%:

  • The temperature and relative humidity of the comfort air conditioner shall meet the design requirements. The indoor air temperature, relative humidity and fluctuation range of the constant temperature and humidity room shall meet the design requirements.

Number of inspections: 10% of the number of duct systems shall be inspected randomly, and shall not be less than 1 system.

Inspection methods: observation, on-site supervision, and review of commissioning records.

Note: This article stipulates the main control items and requirements that should be met for the joint trial operation and debugging of the air conditioning engineering system without production load.

2.4 The results of the joint trial operation and debugging of the smoke exhaust system (air volume and positive pressure) must comply with the design and fire protection regulations.

Inspection quantity: 10% of the total number shall be randomly inspected, and shall not be less than 2 floors.

Inspection method: observation, on-site supervision, and review of debugging records.

Note: The smoke exhaust system in the ventilation and air conditioning engineering is a safety and life-saving equipment system in the building, which must comply with the design and fire protection acceptance regulations. It is a mandatory article.

2.5 The purification air conditioning system shall also comply with the following regulations:

  • The allowable deviation between the total air volume debugging result of the one-way clean room system and the design air volume is 0~20%, and the allowable deviation between the air volume of each indoor air outlet and the design air volume is 115%.

  • The allowable deviation between the fresh air volume and the designed fresh air volume is 10%.

  • The allowable deviation of the average Wind speed of the indoor section of the unidirectional clean room system is 0~20%, and the unevenness of the wind speed of the section should not be greater than 0.25.

  • The allowable deviation of the fresh air volume and the designed fresh air volume is 10%. 3 The static pressure between adjacent clean rooms of different levels and between clean rooms and non-clean rooms should not be less than 5Pa, and the static pressure difference between the clean room and the outside should not be less than 10Pa;

  • The indoor air cleanliness level must meet the level specified in the design or the level requirements under the agreed acceptance state. For unidirectional clean rooms of level 5 or higher, when the door is open, the dust concentration of the air at the indoor working height of 0.6m from the door should not exceed the upper limit of the indoor cleanliness level.

Number of inspections: All debugging records are checked, and 5% of the measuring points are randomly checked, and no less than 1 point.

Inspection method: Check and verify the debugging records, and test and check according to Appendix B of this specification.

Explanation: This article stipulates the main control items and requirements that should be met for the interoperation test and debugging of the Clean air conditioning engineering system without production load. The cleanliness of clean rooms should generally be determined in an empty or static state and should meet the specified design level. In addition, the project can also be determined and verified under the acceptance status agreed with the owner.

3. General items

3.1 The trial operation and commissioning of a single unit of equipment should comply with the following provisions:

  • There should be no abnormal vibration and sound when the water pump is running, no leakage at the shell seal, no loosening of the fastening connection parts, and the temperature rise of the shaft seal should be normal; in the absence of special requirements, the leakage of ordinary materials should not be greater than 60mL/h, and the mechanical seal should not be greater than 5mL/h;

  • When the fan, air conditioning unit, air-cooled heat pump and other equipment are in operation, the noise generated should not exceed the specified value in the product performance manual;

  • The three-speed and temperature control switches of the machine coil unit should act correctly and correspond to the operating status of the unit.

Inspection quantity: 20% of the 1st and 2nd items shall be randomly checked, and shall not be less than 1 unit: 10% of the 3rd item shall be randomly checked, and shall not be less than 5 units.

Inspection method: observation, on-site supervision, and review of trial operation records.

Note: This article stipulates the basic quality requirements for the trial operation of a single unit of ventilation and air conditioning system equipment.

3.2 The trial operation and debugging of the ventilation engineering system without production load shall comply with the following provisions

1 During the system linkage trial operation, the linkage of equipment and main components must meet the design requirements, the action must be coordinated and correct, and there must be no abnormal phenomenon;

2 After the system is balanced and adjusted, the allowable difference between the air volume of each air outlet or air suction hood and the design air volume should not be greater than 15%.

3 The water supply and drainage system of the wet dust collector should operate normally.

3.3 The trial operation and debugging of the air conditioning engineering system without production load shall also comply with the following provisions:

The air conditioning engineering water system should be flushed clean, free of debris, and the air in the pipeline system should be removed; the continuous operation of the system should be normal and stable; the pressure of the water pump and the current of the water pump motor should not fluctuate significantly.

Inspection quantity: 10% of the number of systems shall be inspected, and shall not be less than 1 system or 1 room.

Inspection method: Observation, instrument measurement and inspection, and review of debugging records.

Explanation: This article stipulates the basic quality requirements for the linkage test operation and debugging of the air-conditioning engineering system without production load.

3.4 The control and monitoring equipment of ventilation and air-conditioning engineering shall be able to communicate normally with the detection elements and actuators of the system, the status parameters of the system shall be able to be correctly displayed, and the equipment interlocking, automatic adjustment, and automatic protection shall be able to operate correctly.

Inspection quantity: 30% of the total number of systems or monitoring systems shall be inspected, and shall not be less than 1 system.

Inspection method: Observation and review of debugging records.
